Remote Desktop Licensing service will stop almost immediately after being started.

The remote desktop licensing service is stopped on our RDS licensing server.  After trying to start it several times it keeps stopping after a few seconds.  The Event Viewer logs show an error regarding version store.  See details below.  It mentions the version store and that long-running pending transaction could be the cause for this.  How do we purge such version store or set the transaction to be committed or rolled back?  It seems like a DB full situation in which you should either allow the DB to grow bigger or to do some cleanup but I don't have any information on where to perform such operations.
