Some RDS users are unable to change their start page in IE

Hi,

I have a few users that are unable to change their start page through IE.

I have tried changing it for them through registry and get this error "Error writing the value's new contents". I have domain admin access and have full permission to the registry key.

The users that can change their Start page, have the same permissions with the users that cannot change. This tells me it is not a AD group permission issue.

The only recent change to the AD is that group policy has been disable for all user to set a default company start page and all users are now allow to change their start page.

Any ideas?
