License Server HA

We are currently planning our DR implementation for site failover and wanted to know if we need to have an RDS license server up and running for our DR RDS deployment, or is there a "grace period" by which even if the license server is unavailable, nonetheless users will still be able to connect.

I saw this post (https://www.microsoftpressstore.com/articles/article.aspx?p=2346349&seqNum=4) but it didn't answer all my questions.

BTW - this question also applies where we have a production farm, and the license server has crashed and is (temporarily) unavailable. How long can we continue to be up and running without our license server.

We are currently using Per User licensing on Windows 2019.
