New farm server won't allow logons

We have a remote desktop deployment using a connection broker and web access for virtual desktops and all server 2012 R2 machines.  We are trying to add a new server into the farm and cannot get it to work.
The new server is part of the domain.
The new server has been added to the farm.
Server manager can enable and disable logins on the server.  Using "change logon /query" confirms that the logon status changes.
Attempts to logon to the server results in a "Logins are not enabled" error message.
Quite often the event log in the server says it's in drain mode, however rebooting seems to resolve this issue.
We can log onto the server from the connection broker using remote desktop and a user account.  So there does not appear to be security or firewall issues involved.
Two things that we have been able to find.
With server manager if we attempt to re-install remote desktop it always fails with a non specific error message.
Reviewing the logs in the connection broker. There is an entry.  Event 802.
RD connection broker failed to process the connection request for user ... Error: Element not found

Not sure how to get any further with this
